Unless anyone has Maaaajor complaints, I'm going to be statting havens.
There's plenty of different Haven stat-systems out there. Unless there's a vampire-specific one that's good, I'd likely use a variant of the nWoD Werewolf one (it's close to hand, and I know it). You'll be able to invest Background points into a Haven background (there'd be a seperate pool for each haven) and spend these points on bonuses (including difficulty reduction for rolls, a reliable blood supply and increased camoflage).
I'll give each territory a starting amount of points (2-6), so you could do something like:
Alex's Apartment (3 points): -1 Computer Use (due to the interwebs, and a variety of Simon's reference books and tech)
Meat Packing Plant (2 points): 1 blood per day (a potentially limitless Rat infestation)
Mansion Haven (5 points): -1 Academics (a passable library), -1 rituals (a dedicated area, free soundproofed and stocked with materials, may help exteded rolls)
You'd be able to improve these by spending xp. Enough xp, however, and it may develop Flaws (while Alex's Apartment gives great computer use and repair rolls, due to the amount of tech there, the constant noise and distractions means rituals and extended rolls are at +1 difficulty).
It gives another reason for multiple havens, and gives me GM-material (because atm, you lose a haven, it's irritating, but not the end of the world, but the risk of losing a haven you've sun a crapton of XP into is a much bigger risk ;)
There's also potential Skillcheck systems: at say 6 points, anyone entering the area has to pass a skillcheck, or take some kind of penalty (representing traps, electronic locks, guards etc).
It'd likely be 1 point per 2xp.
